About nine years ago, there was an epidemic. Some sort of biological attack that the CDC couldn't find a cure for before it exploded.. Or so I'm told. I wasn't there, but I know a few people that were.

People got sick and died. At first, they stayed dead, but as it progressed, they came back. They bite other people, they get an infection, die, and come back. It was an ugly cycle and the military dropped napalm on the bigger cities to try and curb the spread. It didn't work.
